DKI KPU member, Dahlia Umar, stated that the DKI KPU has determined the agreed theme, prepared questions, and made the rules for the debate. &quot;How can all candidates be given the opportunity to convey the program&#039;s vision and mission, how long does it take to answer questions and the debate flow is not rigid and remains fluid,&quot; he said in the Jakarta Perspective discussion, Saturday, January 7 2017.<\/span><\/p>\n<p><span style=\"font-family: merriweather;\">KPU DKI has also appointed a moderator. They chose panelists from academic and practitioner backgrounds. The panelists were then asked to formulate questions based on problems from Jakarta that the candidates had to answer. The debate will be guided by a moderator using questions and grids that have been produced by the panelists. For information, there were 4 panelists for the first debate.<\/span><\/p>\n<p><span style=\"font-family: merriweather;\">The public is also curious. Can the debate increase the number of voter turnout and increase the electability level of the candidate pairs? Professor of Psychology at the University of Indonesia and expert in political psychology, Prof. Hamdi Muluk confirmed this. &quot;The debate has had a great influence on the group of undecided voters who to this day have not made a choice or swing voters,&quot; he said in the discussion which took place at Gado Gado Boplo, Menteng, Central Jakarta.<\/span><br \/>\n<span style=\"font-family: merriweather;\">Furthermore, Prof. Hamdi said that in voting theory, there are 2 categories, the first is people who have made their choice long ago.<\/span><\/p>\n<p><span style=\"font-family: merriweather;\">This category occurs where there are initial conditions that have made the voter steady. &quot;Usually party identity, partisans who identify themselves as members or partisans, or participants in certain parties usually,&quot; he explained. Meanwhile for the second voting category is based on certain sentiments, namely the sentiment of religion, race, ethnicity, class. Voters who have made their choice long ago today are more inclined to loyal voters for whatever reason, it doesn&#039;t really affect their views, such as after a debate. Prof. Hamdi argues that people like this (loyal voters, red), see that debate is no longer effective because they already have preferences and they only confirm it.<\/span><\/p>\n<p><span style=\"font-family: merriweather;\">Regarding the content of the debate, Prof. Hamdi added that what the public should know about the program&#039;s vision and mission. Even though the number of swing voters and undecided voters is only 25-30 percent, the debate must still be carried out because it is part of public education. Besides that, swing and undecided voters usually wait for the debate moment because they will get information that can convince them. And this is what is called rational voters.<\/span><\/p>\n<p><span style=\"font-family: merriweather;\">In fact, the debate can make the community more familiar with who the prospective leaders are because the debate will break down the vision and mission, how do candidates understand what the vision and mission are, what program details can be implemented or not, realistic or not.<\/span><\/p>\n<p><span style=\"font-family: merriweather;\">Professor of International Law at the University of Indonesia and moderator of the 2014 presidential debate, Prof. Hikmahanto Juwana, also added in terms of questions. According to him, panelists with academic backgrounds should not make questions that are difficult for voters to understand. &quot;Because the target is the public. So you have to be able to capture questions that are becoming public consumption,&quot; he explained.<\/span><\/p>\n<p><span style=\"font-family: merriweather;\">Prof. Hikmahanto also added that these questions must be able to explain the position, platform, and programs that must be put forward by the candidate pairs. &quot;There should be some kind of in-depth, in-depth questions, there is a session where the candidates communicate,&quot; he added.<\/span><\/p>\n<p><span style=\"font-family: merriweather;\">Meanwhile, Dahlia also explained that the DKI KPU in preparing the debate, the DKI KPU really captures people&#039;s aspirations regarding the problems faced by the community that must be answered by the candidates, such as issues regarding the environment, transportation arrangements, social economy, and basic services (education and health). &quot;We have identified the problem and will later pass it on to the Governor and Deputy Governor Candidates. If they are able to see the problem, they must also be able to answer questions and provide solutions to these problems,&quot; he explained.<\/span><\/p>\n<p><span style=\"font-family: merriweather;\">Regarding the public&#039;s desire to witness the debate, Dahlia appealed that the community as capital owners who wish to choose the Governor and Deputy Governor as their servants, should watch the debate because debates are moments where the public, as well as the owners of capital, want to choose the right servant, who has the quality, capability and competence. . More than that, the candidates are also figures whose ideas can be contested. \u201cHow do they speak, what are their characters, and how do they assess their abilities in assessing the vision, mission and programs comprehensively. That&#039;s what we want to present,&quot; he said.<\/span><\/p>\n<p><span style=\"font-family: merriweather;\">For things to pay attention to in the debate, Prof. Hikmahanto said that candidates must be careful and focused in answering questions. There are 4 things that need to be considered according to Prof. Hikmahanto, namely:<\/span><\/p>\n<p><span style=\"font-family: merriweather;\">\u2022 Candidates are often unprepared to answer questions.<\/span><br \/>\n<span style=\"font-family: merriweather;\">\u2022 Candidates must pay attention to time, because time will be determined and don&#039;t get distracted.<\/span><br \/>\n<span style=\"font-family: merriweather;\">\u2022 Candidates must be able to answer questions and ask questions in such a way that there are differences between one candidate and another.<\/span><br \/>\n<span style=\"font-family: merriweather;\">\u2022 Supporters must be orderly, must not disturb the debate and the concentration of the candidates by shouting yells.<\/span><\/p>\n<p><span style=\"font-family: merriweather;\">Debate must be viewed from a different dimension. According to Prof. Hamdi, candidates must see the debate as an opportunity for them to convince voters that they are indeed people who have the potential to become governors, that all issues regarding public issues that are carried out by all candidates, are understood and understood. Meanwhile for the community, several important things that must be considered by the community, especially voters in DKI Jakarta are:<\/span><\/p>\n<p><span style=\"font-family: merriweather;\">\u2022 Integrity : Honest, clean, not having right or left interests, serving the public straight.<\/span><br \/>\n<span style=\"font-family: merriweather;\">\u2022 Leadership: managerial skills.
